Morozovskaya Children’s City Hospital is one of the largest Art Nouveau architectural ensembles in Moscow. It was constructed in 1901–1915 to the design by architect I.A.Ivanov-Schitz. Each of the Hospital's buildings (departments) has its role in the ensemble while having its own inherent value. It fully applies to the Hospital's Outpatient Department.

In 1898, entrepreneur and philanthropist Alexey Morozov announced at the Moscow City Duma that he was going to donate 400,000 roubles inherited from his late father Vikula Morozov for setting up a children's infectious diseases hospital. The City allocated nine hectares of land on the former Konnaya Square near the Serpukhovskiye Gate. The construction began in 1901 and beside the Morozov's donation it cost 700,000 roubles more. The Hospital was able to accommodate 340 patients; it also admitted non infectious and surgery cases and was named after Vikula E. Morozov. Outstanding Russian pediatrician N.N.Alexeyev and founder of pediatric surgery T.P.Krasnobayev contributed to the reputation of the Hospital.

Outpatient care for children was an urgent need in those years. That is why the Outpatient Department of the Morozovskaya Hospital was opened long before the rest of the Hospital's construction was completed, on April 28, 1902. Or, rather it was an administrative building with an outpatient department on the ground floor.

Up to 500 children were seen by doctors every day. Young patients would be received by a doorman and a paramedic and directed to a respective specialist. There were the following specialists to see young patients: infectious disease doctor, pediatrician and surgeon. The Department had an operating theater, a smallpox vaccination unit and dispensary as well as a medical library.

The Outpatient Department is the main building of the Hospital ensemble to welcome those coming from the city center. It is set on the compound’s central axis, with other Hospital buildings situated symmetrically on its either side. The main facade of the H shaped building of the Outpatient Department is facing the 4th Dobryninsky Lane. The facade of the building designed in the more "rational" version of the Moscow Art Nouveau style is symmetrical with three avant corps: the central one with the main entrance, and the side ones are more jutted. Avant coprs are decorated with attics above the cornice level. The side avant corps also have such decor elements as pediments with stucco bas reliefs. The Outpatient Department's interior has preserved a lobby (waiting room).

In August 2012, the Outpatient Department of the Morozovskaya Hospital was given the status of a cultural heritage site of regional significance by the Moscow Government Decree.
